Job Responsibilities:

  • Reviews, revises or re-writes existing emergency plans and composes new, superseded and replaced plans following technical guidance and using the Federal Emergency Management Agency’s (FEMA) six-step planning process. Ensures consistency, feasibility, flexibility and interoperability of tactical plans.
  • Understanding of FEMA doctrine, laws, policies and procedures at the federal, state, and local levels regarding areas of responsibility in emergency prevention, protection, mitigation, response and recovery.
  • Manages, reviews and incorporates strategies for identifying and prioritizing essential functions and resources before, during, and after incidents.
  • Establishes consistent performance metrics, including defining short and long-term Healthcare Coalition goals and objectives, maintenance schedules and forecasting of budgetary requirements.
  • Prioritizes implementation plans, promulgates best practices, and facilitates consistent cross-agency continuity evaluations. Maintains an organized repository of District plans.
  • Coordinates the development of tabletop, functional, and full-scale exercises and ensures they are HSEEP compliant when necessary.
  • Coordinates with staff members regarding training and execution of tabletop, functional, and full-scale exercises for developed plans; serves as a controller, evaluator or facilitator in exercise events.
  • Builds and sustains positive and productive relationships with internal and external stakeholders from federal and state agencies, local governments, private sector and non-governmental agencies.
  • Assists with review and preparation of Healthcare Coalition continuity plans and procedures; assists in developing scenarios and “scripts” for validating continuity plans through testing, training and exercise.
  • Ensures all plans follow ISDH standardized emergency plan format and are developed in accordance with federal, state and local doctrine, laws, policies, procedures and ordinances.
  • In coordination with D4 Business Manager, facilitates meetings, prepare PowerPoint presentations, develop Healthcare Coalition training material and spreadsheets to support daily or recurring operations.
  • Prepares After Action Reports (AAR) based on the nature of the incident or exercise.
  • Develop and coordinate district trainings.
  • Assist healthcare facilities and member organizations with development and coordination of training and exercises as needed.
  • Function in district multi-agency command center in a role as assigned.
  • Improve the operational systems, processes and policies in support of organizations mission — specifically, support better management reporting, information flow and management, business process and organizational planning.
  • Play a significant role in long-term planning, including an initiative geared toward longevity.
  • Regular meetings with Executive Committee for strategic planning.
  • Assist in the recruitment of additional coalition members as appropriate.
  • Assist in policy, plan, and procedure development in conjunction with D4 Business Manager.
  • Maintain all corporation policies / procedures in conjunction with D4 Business Manager.
  • Maintain all district response plans in conjunction with D4 Business Manager.
  • Maintain and update corporation Constitution and By-Laws in conjunction with D4 Business Manager.
  • Maintain all contracts and other pertinent district or corporation information in conjunction with D4 Business Manager.
  • Attend corporation leadership and member meetings.
  • Attend Officer Meetings and Executive Sessions.
  • Ensure that information provided by the ISDH to HCC leadership is distributed to all HCC members.
  • Play a significant role in long-term planning and activities intended to support HCC sustainability.
  • Sit on and/or oversee committees and taskforces as requested by the HCC.
  • Collect, compile, and distribute preparedness best practices, guidance, tools, templates, and other resources to HCC members.
  • Participate in periodic conference calls or meetings with other HCC Readiness and Response Coordinators to share best practices, HCC plans and procedures, and identify opportunities for collaboration across coalitions.
  • In conjunction with the D4 Business Manager, maintain an up to date broad spectrum inventory of all equipment, products and supplies owned by the coalition and 501c3.  The inventory also needs to include expiration or end-of-life information for each item, if applicable.
  • In conjunction with the D4 Business Manager, maintain an annex to the resource inventory of all items >$5,000.00 purchased for or on behalf of any coalition partner.
  • In conjunction with the D4 Business Manager, maintain the resource inventory in the designated electronic platform and maintain a current physical copy of the resource inventory for each of the HPPC officers and Operations Manager.
  • Performs related duties as assigned.

Qualification:

  • Bachelor’s Degree preferred / Minimum Assoc. Degree or two years of significant experience in emergency management or related field.
  • Strong understanding of Hospital/ Healthcare/ Public Safety based Emergency Preparedness and Planning.
  • Strong understanding of Hospital/ Healthcare based Incident Command System
  • Has completed minimally ICS 100, 200, and 700 training
  • Commitment to social justice and the District 4 mission
  • Excellent computer skills and proficient in Excel, Word, Outlook, and PowerPoint
  • Excellent communication skills both verbal and written
  • Demonstrated leadership and vision in managing groups and major projects or initiatives.
  • Excellent interpersonal skills and a collaborative management style.
  • Budget development and oversight experience

Training provided/organized by the District Committee as necessary:

  • Completion of all Required NIMS and ICS level training as detailed by the ISDH to include NIMS IS 800, ICS 300 and 400.
  • Completion of other required courses as detailed by District 4 Executive Committee to include HSEEP and Grant writing.
  • Strong understanding of the District 4 Emergency Operations Plan (EOP), as well as other plans/policies.
